Who Needs a Permit?

  • General aviation (private/business) aircraft planning to land in Cuba

What Documents & Information You Need

To apply for a landing permit, the following information is typically required:

  • Operator Details: Name, nationality, legal address
  • Aircraft Data: Type/model, tail number, maximum takeoff weight (MTOW)
  • Crew Info: Name of Pilot in Command
  • Flight Plan: Departure & destination airports, routing through Cuban airspace on approved airways or waypoints (no arbitrary GPS-direct inside Cuba)
  • Timing: Date and Zulu time of entry/exit
  • Insurance: Valid liability coverage that explicitly includes operations in Cuba
  • Aircraft Technical Documents:
  • Airworthiness certificate
  • Registration certificate
  • Maintenance logbook (latest entry)
  • Noise certificate (if required)
  • Passenger or Cargo Manifests: Names of passengers or cargo details as needed
  • Local Contact / Handling: Name of your ground handler in Cuba / local sponsor or receiver

Lead Time & Permit Validity

  • Permit applications should ideally be submitted 48 working hours in advance.
  • Short-notice permits may be possible, but expect surcharges.
  • Once issued, permits are typically valid for the Zulu day (24 hours) you requested.
  • If you change the aircraft, a new permit is required. For a date change, a fee may apply.

Operational Restrictions & Routing

  • Flights must use published IFR airways or waypoints when in Cuban airspace — direct GPS-routing is not allowed.
  • You must include the issued permit number in your flight plan remarks (Block 18) as: RMK/CUBA XXXX
  • Entry and exit waypoints on your permit must match what you include in your flight plan.

Legal, Regulatory & Insurance Considerations

  • Operators (especially U.S.-linked) must be aware of OFAC / BIS restrictions when flying to or landing in Cuba.
  • Not all insurance policies cover Cuban operations — confirm your broker / underwriter’s terms.
  • Maintain full documentation of communications, permits, payments, and flight plans for regulatory compliance.
